NMMA Repositions Advocacy Team for Continued Expansion in Government Affairs

Heading into the American Boating Congress and as the NMMA continues advancing critical work on a number of issues spanning water access and infrastructure, trade, and sustainability and conservation, the association announced today Callie Hoyt as interim vice president of government affairs. The move positions NMMA to continue its seamless collaboration and integration across its government relations and policy work following the recent departure of Tillie Fowler and as it delivers go-forward plans to further expand and strengthen its government relations footprint.

In this role, Hoyt, who’s been with NMMA since 2018 playing a key role across federal government relations, will support NMMA’s broad government affairs portfolio. This includes leading day-to-day coordination across NMMA’s Washington, D.C. office, NMMA’s ongoing strategic focus on the industry’s BoatPAC, alignment with industry partners and coalitions, and strategic collaboration with NMMA’s federal lobbying and advocacy firm, Forbes Tate.

Hoyt’s interim role has her reporting into NMMA President, Frank Hugelmeyer, and partnering with long-time members of the NMMA advocacy and communications leadership team including John McKnight, senior vice president of environmental health and safety and David Dickerson, vice president of state government relations, both of whom report into Hugelmeyer; and Kelly Kaylor, vice president of communications overseeing public affairs, reporting into NMMA Senior Vice President of Marketing and Communications, Ellen Bradley.

Hoyt recently served as senior director of federal government relations for NMMA, helping to drive critical policy priorities in Washington D.C., from recreation access to infrastructure. She’s played an important role supporting the NMMA team’s success in the passage of the Great American Outdoors Act, Water Resources Development Acts of 2020 and 2022, Ocean Shipping Reform Act, and the Infrastructure Investment and Jobs Act.

Before joining NMMA, Hoyt was manager of federal affairs for the Motorcycle Industry Council, where she coordinated the organization’s policy agenda on a wide range of issues, including infrastructure, transportation, public lands access, and fuel policy. She came to the recreation space from the transportation sector, previously working at the Intelligent Transportation Society of America advocating for advanced adaptation of smart surface transportation solutions in federal transportation policy. She also worked at the Trucking Alliance, a Washington, D.C. based coalition of freight transportation and logistics companies, managing the development and implementation of the organization’s policy agenda dedicated to improving the safety and security of commercial truck drivers and the American motoring public.

Hoyt grew up in Fairfax, Virginia and has a B.A. in History with a Minor in Art History from George Mason University, where she played Division I lacrosse. She spends most of the boating season in Washington, D.C. with her family out on the Potomac River.
