NMMA Leads Breakout Session on Boat Shrink Wrap Regulations at the Association of Marina Industries Annual Conference

At the end of January, National Marine Manufacturers Association (NMMA) participated in a discussion at the Association of Marina Industries (AMI) annual conference regarding boat shrink wrap regulations in Minnesota and new shrink wrap proposals nationwide. The session offered marina owners a valuable opportunity to engage with NMMA and explore strategies for complying with these new regulatory requirements.

Attendees were updated on the new boat shrink wrap law in Minnesota and a similar initiative in Massachusetts. Minnesota’s House File No. 3320, introduced in 2023, establishes a product stewardship program requiring producers to submit recycling plans by March 1, 2025. By July 1, 2025, no boat wrap can be sold without an approved plan, with recycling targets of 50% within five years and 80% within ten. In Massachusetts, H.D. 2755 introduces a program requiring marinas, boatyards, and recycling centers to offer collection sites for shrink wrap. The program will be funded by a 10% surcharge on boat registration fees and managed by the Department of Environmental Protection, which will also assist businesses with grants and compliance.
