USTR Seeks Public Comment on Unfair Foreign Trade Practices

The Office of the United States Trade Representative (USTR) is inviting public comments as part of its ongoing review of unfair and non-reciprocal foreign trade practices. This request follows the directives outlined in the America First Trade Policy Presidential Memorandum and the Reciprocal Trade and Tariffs Presidential Memorandum—policies aimed at strengthening the competitiveness of U.S. industries.

USTR is seeking input from stakeholders, including U.S. businesses, trade associations, and the public, to help identify unfair foreign trade policies that harm American manufacturers, limit market access, or distort global trade dynamics. The deadline for submitting comments is March 11, 2025.
NMMA will be submitting formal comments on behalf of the recreational boating industry, underscoring the importance of eliminating unfair trade practices and ensuring the U.S. recreational boating industry remains globally dominant. NMMA’s submission will focus on key concerns, including retaliatory tariffs, market access restrictions, and foreign trade policies that put American boat builders at a disadvantage.
As the leading advocate for the U.S. recreational boating industry, NMMA continues to advocate for a level playing field for American boat builders. With 95% of boats sold in the U.S. made in America, fair trade policies are critical to maintaining the industry’s global competitiveness. Over the past several years, NMMA has fought against unfair retaliatory tariffs, supply chain disruptions, and market access barriers that have directly impacted marine manufacturers.
Many of these challenges remain, particularly with countries that impose tariffs on American-built boats and marine products.
NMMA will continue to engage with USTR and other administration officials and policymakers to advocate for trade policies that strengthen the recreational marine industry’s global leadership.
