ORR Launches ‘25 in 2025’ Campaign to Expand Outdoor Recreation Offices Nationwide

The Outdoor Recreation Roundtable (ORR), in collaboration with the Confluence of States and over 110 outdoor recreation organizations, has launched the ‘25 in 2025’ campaign, challenging states to establish the 25th Office of Outdoor Recreation this year. Since 2013, 24 states have created these offices to drive economic growth, conservation efforts, and outdoor access.

To support this effort, ORR released “How to Create an Office of Outdoor Recreation”, a resource compiling best practices for establishing state-level offices. Additional tools and research will be shared throughout the year, culminating in a fall convening to celebrate the 25th state.

“This campaign is a call to action for states to unlock the full potential of their outdoor spaces,” said Katherine Andrews, Chair of the Confluence of States and Director of the Arkansas Office of Outdoor Recreation. “These offices play a crucial role in enhancing recreation access, protecting natural spaces, and fostering outdoor economies.”

The initiative follows a milestone year for the outdoor recreation economy, which contributed $1.2 trillion to the U.S. GDP and 5 million jobs in 2023.
